Minutes of the Parish Council Meeting held on
Monday the 6th December 2021

Present: Cllr Vaughan MBE – Chairman, Cllr L Ruth, Cllr Winder, Cllr Hurlow, Cllr Turner, Cllr Cullender and Cllr Holdship.
Attendance: Mrs Sally Upshall – Clerk.
Cllr Carr-Jones – Dorset Council Councillor.
There were five members of the public present

The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.

1 Public Consultation
Flower show request that they would like to book the Recreation Ground on the 16th July 2021. They will consult with the Cricket Club and Tennis Club with regard to the availability.
The Parish council have no objections to the Flower Show’s use of the Recreation use providing all the relevant insurance document and risk assessments are sent to the clerk.

To consider planning received, up to the time the agenda was posted.
P/LBC/2021/04447: Well Park Moorside – Carry out internal alterations to fireplace, install wood burning stove and reinstate original fire opening. Increase height of chimney stack & carry out associated external alterations.
Resolved: No Objection.
P/HOU/2021/04455: Stable Lodge Mowes Lane – Erect two storey extension NOTE: This to be minuted as NO OBJECTION as already decided electronically

Resolved: No Objection.

P/HOU/2021/03770 & P/LBC/2021/03771: South Well Carraway Lane – Install electric car charger on wall of stable building.
Resolved: Parish Council support this application.

P/OUT/2021/03030: Land off Butts Close – Develop land by the erection of up to 39 No. dwellings, form vehicular and pedestrian access, and public open space. (Outline application to determine access). NOTE: Not to be decided in this meeting. Council to decide whether public meeting should be held prior to any council decision.
Councillors decided for Sunday 19th December at 10am for a public meeting to discuss this application.
Cllr Carr-Jones stated he is happy to answer any questions regarding Butts Close and any member of the Village is welcome to speak to him with any questions.
Cllr Cullender will contact the planning consultant; the clerk will advertise the meeting via the Marnhull Village Facebook page and it will be put on the Parish council website.

3 Declaration of Interest and Dispensations
Cllr Ruth due to expenses on the payment schedule.

4 Approval of the minutes – The minutes of the meeting that was held on the 1st November 2021 were approved.

Matters arising from the last meeting.
Village Speed update – Cllr Cullender reported that he has received the results from the latest speed surveys. Crown Road is the only site which would technically qualify for a SID from this most recent set of surveys, discussion followed and Cllr Cullender proposed that we have a site for a SID on Crown Road and one along New Street between the school and the shop, seconded by Cllr Hurlow and all were in favour.
Garden Cemetery Update re map – Clerk is awaiting for Mr Osman to come back to her with a date to meet.
Dogs in the Cemetery Update – The Chairman raised the issue of dogs in the cemetery, Councillors were in agreement that this has already been discussed and we will continue as it is at this time with dogs being on leads.
Dog Warden update re visits /action – The clerk has received some communication from the Dog Warden regarding their visits and updates.
Training – The Chairman noted that there are several training courses going on and encouraged Councillors to join some.
Grit Bins – Cllr Cullender reported all are being topped up soon.
Burton Street Phone Box update – Cllr Holdship reported the door is now renovated and once the frame has been painted the door can be replaced.
Men’s Shed Location update – Cllr Tacon is going to contact Cllr Holdship, to pass on information regarding the new location.
Queens Jubilee Plant a Tree Woodland Trust Update – Cllr Turner reported that the Green Teams had been in touch regarding the idea of planting a single tree and he is meeting David from the Green Teams tomorrow.
Recreation Ground use Contracts – Cllr Winder updated that he had circulated the drafts they have now been finalised and the clerk has sent them out, there has been no contracts returned as yet.
Royal British Legion Remembrance Service 2022 – The Chairman reported that the British Legion does not have any marshals for the road closure to enable the parade to be able to take place. Cllr Winder explained that there is a process on Dorset council’s website, the Parish Council are usually the body who request the road closure, complete a risk assessment and make sure our insurance covers the event. The clerk will consult the insurance company.

Cllr Graham Carr-Jones update – He is keeping the council updating with any planning applications and road traffic regulations.
Cllr Carr-Jones has been having communication with some of the home owners who had their homes flooded.
He noted that the planning application in Kentisworth Road has been approved at Committee.
Further discussion continued regarding the Local Plan and planning and Cllr Carr-Jones offered his support with information regarding the latest application Marnhull has received at land off Butts Close. He is happy to take calls from members of the Village to answer any questions they may have.

Chairman’s urgent business-report –
The finger post in Crown Road has now been moved to a more visible place.
The New Comers event was a success and the lunch club thanked the Parish Council for their donation.
Register of Interests the clerk will chase those who haven’t completed these.
The tree office for Dorset Council has offered to come out and offer advice regarding the trees in the Recreation, the clerk will pass on her contact details to Cllr Hamer.
He also thanked the Councillors for their donation towards Marnhull Lunch Club who publicly thanked them at their last lunch and hoped they would again be remembered next year.

5 Accounts –

The Payment Schedule for December 2021 for the sum of £1830.66 had been circulated, this was agreed and signed by the Chairman.
All in agreement with the new way of presenting profit and loss figures each quarter in line with the

Cllr Hurlow proposed we accept the finalised budget the clerk had circulated and this was seconded by Cllr Ruth and all were in favour.

Looking to the Future St Gregory’s – Nothing further to report at this stage.
Communications Strategy Proposal discussed at the budget meeting – Discussion followed regarding our communications. A working party was formed with Cllr Hurlow, Cllr Turner, Cllr Winder and Cllr Holdship to move forward with this idea.
Cllr Graham Carr-Jones left the meeting at 8.20pm.
Update on flooding at Nutwood Cottage / Spring Cottage – Cllr Winder reported that a meeting was held with Dorset council flooding team and highways regarding flooding in Mill Lane. The land owner has been consulted and things have been provided to support the land owner with the management of the field to try and prevent further occurrences.
Recreation Play Ground repairs Cllr Hurlow – the orders have been submitted and there is a 10–12-week order time.
Highway Matters – Proposed temporary closures have been circulated.
Village Hall Bike Racks – A bike stand for the Village Hall is going to be donated by a member of the Village. This will be completed in conjunction with the Green Teams. This was proposed by Cllr Turner and seconded by Cllr Ruth, all were in favour.
Cllr Winder and Cllr Hurlow will get some idea of the amount of paving slabs needed and the cost involved and report back to the Council.
Mrs Butler would like to donate two hard wood benches to go on the green in the carpark. A site visit will be undertaken by Cllr Winder and Cllr Hurlow.
Rights of Way Improvement Plan 2022-2032 – To be communicated via email.

Correspondence and items for the next meeting
Email from Rosie Gail the Chairman read out an email from Rosie Gail regarding a recommendation for the surface of any new footpaths/bike tracks in the Village.
The Chairman spoke regarding an email we had received about a footpath that gets blocked when the crops grow. The clerk knows the landowner and will contact them to request that they make sure that the tenant keeps the footpath clear.
January Recess – The Chairman recommended we hold a meeting in January, dates to be considered the second week of January 2022.
