Minutes for 2nd Feb 2022

Minutes of the Parish Council Meeting held on
Monday 2nd February 2022.

Present: Cllr Vaughan – Chairman, Cllr Winder, Cllr Hurlow, Cllr Turner, Cllr Cullender, and Cllr Holdship.
Attendance: Mrs Sally Upshall – Clerk.

There were 14 members of the public present

The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.

2 Apologies of absence.

The Chairman let the Councillors know Cllr O’Malley has resigned from the Council the Chairman will send her a letter of thanks.

APPEAL: APP/D1265/W/21/3289314 for 2/2018/1124/OUT: Land North of Crown Road – Develop land by the erection of 72 No. dwellings and new community facilities. (Outline application to determine access and layout)

The Chairman thanked Cllr Cullender on behalf of all the Councillors for all his hard work in relation to the planning.

5 Approval of the minutes – The minutes of the meeting that was held on the 12th January 2022 were approved.

Matters arising from the last meeting.
Mosaic in the Village Hall – This was commissioned by the Parish council for 50 years of the Coronation. The Chairman proposed that the original mosaic is put back on the brick wall inside the door of the hall, this was seconded by Cllr Winder. The Chairman also proposed Parish Council commission another memorial for the Jubilee this year to also be placed in the Village Hall on the other side of the door, this was seconded by Cllr Hurlow. If these ideas are not feasible then we will look at other ideas to have these somewhere outside in conjunction with the Village Hall Management Committee.
This will be put out to the Village to see if anyone in the Village would be able to make this for the Parish Council.
Village Speed update – Cllr Cullender. Cllr Cullender has been in contact with the Highways team regarding the SID, they are moving forward with the posts and the locations. They are in the process of testing the new SID, this is going to delay the process slightly, so the suggestion is that we buy one of the older SID’s but these are double the cost. Cllr Cullender will let the council know after the test this week if there are any updates.

● Dorset Council Blue Badge Committee – The Chairman reported he is still waiting on the draft.
Cemetery.
Garden Cemetery Update re map – All completed, this has been done on an excel spreadsheet and is now all updated.

Training – The Chairman reminded Councillors of the training available.

Burton Street Phone Box update – Cllr Holdship reported it is still waiting to be painted, this will be completed when possible.

Queens Jubilee Plant a Tree Woodland Trust Update – Cllr Turner reported that he had looked at some prices for specimen trees and before the next meeting he will have some finalised costs. The first one is to go at the top of the Recreation Ground, some clarity is still needed for the other two sites. Cllr Turner proposed that the cost is between £200-£300 per tree, the councillors approved the cost for three trees at a total cost of £900, seconded by Cllr Winder and all in favour.

Royal British Legion Remembrance Service 2022 – Moved to later in the year.

Chairman’s urgent business-report –
Review of Standing Orders – this is in process the Chairman will run through the list during the next week electronically.
Councillor Vacancies – This will be communicated out to the Village.
Young Village consultancy group – the clerk reported she had tried to recruit some volunteers and they may attend the next meeting.
6 Accounts –

The Payment Schedule for February 2022 for the sum of £2088.82 had been circulated, this was agreed and signed by the Chairman.

7 To receive Councillors Reports.

To receive the following officer’s report.

Communications Strategy Proposal – Cllr Hurlow, Cllr Turner, Cllr Winder, Cllr Holdship. – Cllr Winder reported the draft proposal has been sent last week to Councillors. Cllr Winder proposed that a councillor took the appointment of communications officer, Cllr Turner has volunteered, this was seconded by Cllr Hurlow, all were in favour. Cllr Winder proposed we accept the draft communications plan, seconded by Cllr Hurlow, all were in favour.

Update on flooding – No further updates to come off the Agenda.

Recreation Play Ground repairs Cllr Hurlow reported that he is still waiting for Playdale to get in touch regarding repairing the log roll. The wooden structures are now rotting and these are going to need attention, these will be fixed when needed.

Highway Matters – Road Closures these have been circulated to the councillors. The Chairman noted we had a letter regarding Haines Lane and the state of the road.

Paving Slabs – Cllr Hurlow noted that he and Cllr Winder have looked at paving slabs, he has received a quote from Jamie Fox of £850 plus Vat, the Hub will fund the slabs. Some further quotes will be looked at in preparing the area.

Rights of Way improvement Plan 2022-2032 –, There is no further update at present.

Benches carpark – Cllr Winder and Cllr Hurlow update. The order will be delayed until the end of March so the weather is better to install the benches.

Bike Racks at the Village Hall – The bike rack is now installed; thanks to the Village Hall they are wall mounted and this has made it much more effective and cost efficient.

Cars parked in the village hall car park – The carpark has now been cleared the van has been moved into the layby on Church Hill.

Light Pollution at AJN Steel in Henstridge – No response from the email the Chairman has sent at present. The clerk will contact them further.

The Pharmacy has just changed their bulbs which may have increased the light in the carpark. The owner has said that he will happily speak to the concerned villager and come to some mutual way forward.

Bench in the Cemetery Ashes Circle – the bench has been donated by a member of the Village and this has now been placed in the Cemetery circle. The clerk will forward an email of thanks to the lady who donated the bench and she is going to have a plaque fixed to the bench.

The clerk will let the Village working party clearing the area on Sackmore Lane know that the Parish Council will supply a new dog bin for the area.
To consider any other matters arising from recent correspondence
Cllr Hurlow proposed that we increase the clerk’s email storage this was seconded by Cllr Winder all were in favour.
Cllr Cullender informed the council that the clerk would sign the Section 72 in relation to the SID’s as agreed.
Cllr Turner will add 4 items onto the Marnhull Village facebook page, the information regarding the Mosaic memorial, Councillor vacancies, planning and the Jubilee tree.
