Minutes of the Parish Council Meeting held on
Monday the 2nd August 2021
Present: Cllr Vaughan – Chairman, Cllr Cullender, Cllr L Ruth, Cllr Winder, Cllr Hurlow, Cllr Hamer, Cllr Turner and Cllr O’Malley.
Attendance: Mrs Sally Upshall – Clerk.
There were three members of the public present
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.
1 Public Consultation
Planning was considered at this point, see below.
2 Apologies of absence.
Cllr Tacon, Cllr Looker, Cllr Holdship and Cllr Carr-Jones – DC Councillor.
3 Declaration of Interest and Dispensations
There were none.
4 Approval of the minutes – The minutes of the meeting that was held on the 3rd May 2021 were approved.
Planning Applications –
P/HOU/2021/01468: Flagstones Nash Lane – Form 1st floor to existing bungalow and erect and two single storey extensions. Demolish the existing garage and erect open cart port with room above.
Resolved: No Objection.
P/HOU/2021/01631: 15 Church Cottages Schoolhouse Lane – Convert garage into a studio and store.
Resolved: No Objection.
P/OUT/2021/01737: LAND AT E 377395 N 118565 KENTISWORTH ROAD – Develop the land by the erection of 4 no. detached dwellings with associated footpath, access, car parking and landscaping. (Outline application to determine access)
Three Members of the public spoke in objection to this application.
Outside the settlement boundary.
The increase in the volume of traffic and the impact on the neighbouring properties.
The housing does not met the needs of the local community.
Concerns for access for emergency vehicles on an already congested lane.
Matters arising from the last meeting –
Recreation Ground Children’s Play Area Equipment update – The items have now been purchased and we are awaiting installation.
Iver House play area update – The Chairman has sent a letter to Iver’s house re the adults using the play area equipment to cover the Parish council in the event of an accident or injury. To discuss further at next meeting as to a suitable piece of equipment for adults.
Recreation Ground Car Park White Lines – A verbal quote has been received and the Village Hall will take this forward.
Recreation Ground Memorial Benches – Some of the benches need some restoration. There is minimal cost for the restoration of the one near the tennis court approx. £200, Cllr Hamer proposed that Cllr Hurlow complete the work and Cllr Ruth seconded all were in favour.
Finger Post Sign Salisbury Street – The Chairman explained that he had had a quote and is awaiting another quote after stressing that the Parish Council would not be funding this but that it will be claimed off the car insurance of the person who carried out the damage.
Reclaim VAT – This has been claimed at the end of the financial year.
Marnhull Street Safety Project Traffic Survey-SIDS – Cllr Cullender gave an update on the speed survey. Of the five locations only two passed the threshold for a SID and that was New Street and Church Hill, if we are to go ahead with the SIDS a section 72 licence needs to be signed and Cllr Cullender will circulate the licence. The next steps would then be for Cllr Cullender to go out with the road safety team and look at the potential sites. The clerk noted we had not received an invoice for the traffic monitoring. The Chairman noted that there is a meeting in Fontmell Village Hall on the 28th of September which himself, Cllr Cullender and Cllr O’Malley will attend.
Ham Meadow Bridle Way – Mrs Gail has not submitted any further information to the Parish council as yet.
Horse Signs – Cllr Cullender reported that locations had been viewed for six locations for horse signs. The cost has yet to be finalised.
Neighbourhood Plan – Cllr Cullender noted that in the May issue of the Marnhull Messenger the Chairman had noted that it needed new volunteers and to date they has been no interest. Cllr Cullender will put together something for the next Messenger.
DAPTC New Register of Interest (ROI) digital submission (launching in July 2021), Code of Conduct and New Complaints Process – Cllr Winder has updated the code of conduct and the complaints procedure these has been approved electronically. The Councillors thanked Cllr Winder for his hard work with this.
Councillor Training – The Chairman updated the councillors on the training. He encouraged all Councillors to attend as it is useful training.
Hains Lane resurfacing – Work has commenced and will continue next week.
Mrs Cornford’s Email on Bus Services in Marnhull – This has been circulated to Councillors previously.
Annual Governance and Accountability Return 2020/21 – This was approved electronically and has been sent to the external auditors.
Weeds on pavement Burton Street Norvo Faro – This has been reported to Dorset Council and the weeds have been sprayed.
Pay for first meal Lunch Club – The Council will pay for the first meal and this is hoped to be started again in September.
Cllr Cullender noted that there was a Speed Watch conference in Wimborne in September which he will attend.
5 Cllr Carr-Jones – Dorset Councillor – No Report.
6 Chairman’s urgent business-report – The Chairman noted that it was unfortunate that we could not get the agenda on the Parish Council website. It is felt that we need a back up facility if Cllr Holdship is not available, the clerk will be taught how to add the items to the website to cover this eventually.
The Chairman has circulated an updated list of councillor’s portfolio’s.
The Chairman thanked all councillors for their efforts during the Covid pandemic.
7 Accounts –
The Payment Schedule for August 2021 for the sum of £1586.59 had been circulated, this was agreed and signed by the Chairman.
Electronic Banking – The clerk to contact Santander to find out further information about electronic banking.

Recreation Ground grass cutting – Cllr Winder proposed we continue with the £250 we pay for the grass cutting at the Recreation Ground and we make sure that this included in the contract, seconded By Cllr Turner, and carried on a majority vote with one abstention.
Cricket Club Agreement – Cllr Looker deferred into September
Football Club Agreement – Cllr Looker deferred into September.
Fest Agreement – Cllr Looker deferred into September.
Garden Cemetery – The clerk and Mr Osman are meeting Wednesday and this should be finalised in the next couple of weeks.
Plant a tree for the Jubilee – Woodland Trust – deferred to September.
Queen’s Platinum Jubilee Celebrations – This was discussed as a lovely way to have some celebrations within the Village and it would be beneficial for them to be some co-ordination of events. A note will be put in the Marnhull Messenger for some volunteers.
Correspondence and items for the next meeting
The clerk noted she had received an email regarding the parking outside St Gregory’s School on the last day of term. Due to the Parish Council not having any authority over the highways the clerk will advise that they contact the school regarding the issues they have raised.
There is a water leak at the Recreation Ground, the clerk will report to Wessex Water.
The maintenance of the trees in St Gregory’s Church yard cemetery was discussed, Cllr Hamer will contact Mrs Sturgess with regards to her input, and then a working party will be formed to complete the work.
