Minutes of the Parish Council Meeting held on 6th November 2017 at 7.00pm in the Village Hall.

There were 13 members of the public present.
2/2017/0451/REM Erect 13 No. dwellings with garages and parking, (reserved matters
application to determine appearance, landscaping and scale) following grant of Outline Planning Permission No. 2/2014/0247/PLNG. Land on the South Side Of, Burton Street, Marnhull, Dorset,
Marnhull Parish Council request that this is heard by the DEVELOPMENT CONTROL
COMMITTEE, for the following reasons:
The appearance is not in line with the conservation area regarding the hedging, lighting
and the materials being proposed.

1. Welcome & Domestic Notices
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notices.
2. 2017/099 Declarations of Interest Regarding
a) Agenda Items
b) Grant of dispensations regarding Disclosable Pecuniary Interests when setting the Annual Precept
3. 2017/100 Public Consultation
Mrs Sturgess noted to the Council that she would attend the budget meeting later in November to discuss work that needs to be done on the trees in the Recreation Ground.
Mrs Spencer-White from the Tennis Club explained that the club had received a quote from Bramall gardens regarding the hedge work that needs completing behind the tennis court.
The condition of Love Land was raised and a suggestion of erecting some gates was spoken about. The lane is extremely unsuitable for large vehicles and due to them using the lane it has become very muddy and the banks are being eroded being a danger to cyclists and pedestrians. The idea of gates would be something for highways to consider and the clerk will send them a request, but this is very doubtful.
There is already a sign there explaining it is unsuitable for large vehicles and the other sign that asks people to slow down that is broken was erected by the home owners on the corner and erected on their private land.
4. 2017/101 Apologies for Absence.
Presentation from Savills.
Mr Stephen Clarke.
Mr Clarke from Savills gave a presentation on behalf of his clients P&D Crocker. He explained about the potential sites that there were for development and that soil surveys were going to be completed in the coming weeks to determine suitability. This is the first stage of the process and he explained that they will keep us informed and hold a public meeting when they have more information.
Mr Clarke said he will forward the clerk his presentation via email for circulation.
Cllr Graham Carr – Jones Pointed out that caution should be applied in regard to possible house numbers as 500 houses being built in Marnhull is unrealistic
5. 2017/102 Chairman’s Urgent Business
To agree the clerk updated contract and Job Description – It was proposed by Cllr Chapman this was agreed and seconded by Cllr Cullender and all were in favour.
6. 2017/103 Minutes
The minutes of the meeting held on 9th of October were agreed by the Councilor’s present.
7. 2017/104 Matters arising from the previous minutes (not on agenda)
Footpaths – Cllr Mrs Ruth will let the clerk know of areas she knows needs attention via email and the clerk will forward to Graham Stanley for attention from the rangers.
Discussion occurred regarding the Church yard and the need to have some further information regarding the trees and the wall.
Cllr Kerr will put the dog bins in place asap.
The clerk has contacted Kingsmere Surfacing regarding the pot hole in the drive at the Recreation Ground.
The clerk will also buy a padlock- replacement for one damaged in the Recreation Ground
The lunch club are going to have their lunches facilitated by the Crown pub in Marnhull. The lunches have only increased by £1. The Chairman explained that there was a member who has their 100 birthday coming up soon and if a Marnhull resident Councillors agreed that a certificate should be sent to them as the Parish Council has done before and the Chairman will facilitate this.
8. 2017/105 Financial Matters
a) Payment Schedule.
Payment Schedule for November for £1969.46 was signed by the Chairman.
9. 2017/106 Planning Matters
There was nothing further.
10. 2017/107 Councillors’ Reports
DCC – Cllr Carr-Jones explained that the Issues and Options document
Had a consultation day in Stalbridge Hub on the 12th December between 1-7pm for anyone who would like to go along.
There was further discussion around the development information the council had been given that evening. David Walsh could be invited to attend to give a talk on Planning the Clerk will have a word with him?
NDDC – Cllr Westbrook informed the Council that there was going to be a train strike on the 8th and 9th of November.
She also explained that there is to be a decrease in the SEN budget for schools.
Cllr Chapman said he would get more details regarding the finger post signs and pass onto the Council.
Parish Councillors reports
Cllr Mrs Wright noted that the Village Hall AGM takes place on the 17th of November but she was only able to attend the first part. Cllr Mr and Mrs Ruth said they would attend in her place.
