Minutes of the Parish Council Meeting held on Monday 6th August 2018 at 7.00pm in the Village Hall.

There were 12 members of the public present.

1. Welcome & Domestic Notices

The Chairman opened the meeting by welcoming those present and announcing the Domestic Notices.

Planning Meeting

2/2018/0915/House Meadowlands, Ham Lane, Marnhull, Dorset, DT10 1JN

Erect 2 storey front extension; erect first floor extension and raise roof height (remove existing) to form additional living accommodation in roof space; install 8 No. rooflights.

Resolved: Objection due to loss of privacy on the neighbouring properties.

2/2018/0879/House 7 Kentisworth Road, Marnhull, Dorset, DT10 1NS Erect two single storey extensions.

Resolved: No Objection.

2/2018/0925/House 16 Ashley Road, Marnhull, Dorset, DT10 1LQ

Erect single storey rear extension, front porch and install replacement dormer window.

Resolved: No Objection.

2/2018/0856/CPE Marshmoor , Moorside, Marnhull, DT10 1HH

Application for a Certificate of Lawfulness to use dwelling, gardens and outbuildings as residential.

Resolved: No Objection.

2. 2018/068 Declarations of Interest Regarding

a) Agenda Items None

b) Grant of dispensations regarding Disclosable Pecuniary Interests when setting the Annual Precept

3. 2018/069 Public Consultation

Mr Plowman from the Fest committee came and spoke regarding having some storage for the Fest at the Recreation Ground. They had looked at a container that would fit behind the Tennis court and would be obscured by the fence line. This would enable the setting up and packing away of the Fest much easier for all the volunteers that help run it. There could also be made space in there for the Tennis club if they had any storage needs. The council asked if they could have a plan submitted at the next meeting so that they could them go onto the rec and see how it would work. Mr Plowman said he would let the clerk have the plan before the next meeting.

Mr Eveleigh brought up about some hedges in the Village that were overgrown and causing obstructions to the roads, or pavements. This was the hedge at Bay Cottage, the hedge along Burton Street belonging to Siam developments. The clerk will write to the property owners. Mr Eveleigh also brought up the concern that the newly erected fence at the new property on the corner of Pilwell is causing it to become dangerous as the site line is now poor. It was suggested that a mirror could be placed there to help the vehicles pulling out. The clerk will contact DCC Highways department.

6. 2018/072 Minutes

The minutes for the 2nd of July 2018 were agreed and signed.

7. 2018/073 Matters arising from the previous minutes (not on agenda)

Mrs Sturgess was given a reply from the Gardening Club in response to her Question about cross pollination of flowers.
Dog Bin New Street – There is no identified site at present.
Finger post signs – These are on the list for the Men’s Shed and as soon as they have their premises up and running they will get onto it.

Mr Crocker – Cheque now received for the removal of the tree on his land at the bottom of the drive at the Recreation Ground.

Mr Mann was due to attend and give an update on the application from Henstridge Airport but as he has not attended or supplied an update it was decided that this item be marked no further action due to being too late to make comment to South Somerset Council.

Neighbourhood plan – Cllr Chapman explained that he hadn’t received any response from the Marnhull for you group apart from two negative responses so at this present time this is not something that can be taken forward.

8. 2018/074 Financial Matters

a) Payment Schedule.

The Payment Schedule for August for £2540.41 was approved.

The clerk explained the information she has regarding the publishing of the accounts for the Council. All Councillors were happy with the information and Cllr Cullender is going to the get the relevant information onto the website.

Cllr Mr Ruth gave a financial update on the Councillors income and expenditure for the first quarter of the year. All Councillors were happy with Mr Ruth’s report and the position moving forward.

9. 2018/075 Planning Matters

The planning training was discussed, and the Chairman explained the people he had attending, and the cost involved to Marnhull Parish Council. The Councils sending Councillors from other Parishes will be invoiced.

10. 2018/076 Councillors’ Reports There were no councillor reports.

Parish Reports

Marnhull Football Club – The Chairman will meet the Chair of the football on Thursday and get the contract signed. Action Chairman

AJN Steel- After discussion it was proposed by Cllr Chapman that Marnhull Parish Council object to the planning application through SSDC for the security lights. This was seconded by Cllr Hamer and all were in favour. Action Clerk

MVC New Commers Party – The date is set for the 14th of September and any Councilor wishing to come along is most welcome to come and join the Chairman who will be in attendance.

Mrs Jane Wrights resignation – All Councillors were in favour of a certificate of thanks being sent to Mrs Wright in recognition for her service to the Council Clerk to establish length of service re cert. Action Clerk

A rep for the Village Hall Committee was asked for two nominations had been received Cllr Mrs Ruth and Cllr T Wiles following a vote Cllr Mrs Ruth was selected as being the representative of the Parish Council.

Sackmore Lane Development – There has been breaches of contract and discharges of conditions that the Parish Council has not been informed off. The Chairman noted that he had contacted the planning officer and NDDC do not have to inform the Parish council of any changes. The Chairman suggested that this is something that can be raised with the planning trainer.

Community Hub – Mrs Boyce spoke regarding turning the old butchers into a community hub and what this may entail. They were asking or the Parish Councils support with this and maybe some financial support if there were the funds. After discussion it was asked that they come back to the Parish council when they have more information. Action Mrs Boyce

Community Speed Watch – Cllr Cullender is going to put a note in the next Marnhull Messenger asking for volunteers to complete the training to be able to do some speed checks within the Village. There would be a cost involved to purchase the necessary equipment amount to be confirmed but the Council were happy for Cllr Cullender to proceed in seeing if he could get some volunteers he also mentioned that Police would be happy to attend our meeting Action Cllr Cullender

Speed Control – The Chairman updated the council on the latest information regarding this. Resolved to pursue the speed gun initiative and have the SIDS referred to next meeting

Play Area – The inspection took place and there are some advisors and remedial work that will need to take place now and over the coming years.

Cllr Kerr listed the jobs and when they will need to be completed. A small working party can be set up for the smaller jobs Action Cllr Kerr for next meeting.

Cllr Kerr also asked if the minuets could be circulated sooner so Councillors have more time to read them before the next meeting. Action Clerk

11. 2018/077 Clerk’s Report/s – The clerk had nothing further to report.

12. Correspondence –

The Chairman explained that he had received an email from Cllr Jane Westbrook regarding the planning application that have been submitted by Mr Crocker. She said that neither site would be ready for a decision until the end of the year. The Chairman will forward the email onto the clerk and other councillors. Action Chairman
