Minutes of the Parish Council Meeting held on Monday 2nd July 2018 at 7.00pm in the Village Hall.

1. Welcome & Domestic Notices

The Chairman opened the meeting by welcoming those present and announcing the Domestic Notices.

Planning Meeting

2/2018/0846/house Erect single storey extension (demolish existing single storey extension).

Resolved: No Objection.

3. 2018/058 Public Consultation
Mrs Sturgess spoke regarding her concern over the Garden Club and the intended planting. She explained why it was important to plant certain type of flower so as not to hinder the other wild flowers that are already there. Cllr Mrs Ruth is also a member of the Garden club and will feed back to the Gardening club the concerns raised and report back at the next meeting.

Mrs Sturgess also noted a big vote of thanks to Cllr Hamer for all the remedial work that has been carried out in the Recreation Ground to the trees.

The minutes for the 4th of June 2018 were agreed and signed.

7. 2018/062 Matters arising from the previous minutes (not on agenda)
Dog Bin New Street – deferred to next meeting.
Henstridge Airfield Mr Mann – Deferred to next meeting.
Health and Safety – Cllr Kerr – Defer to next meeting.
Finger post signs – this is with the men’s shed, there may be a barn available at the West Wood Farm Nash Lane, Cllr Cullender will follow up.

8. 2018/063 Financial Matters

The Chairman wanted it minuted that he was not prepared to approve the payment to the tree surgeons for the work done to the tree at the bottom of the driveway as Mr Crocker had accepted ownership and agreed to pay for the work done.
The payment was approved by the other councillor’s present as it had been agreed at the last meeting and the Clerk advised having checked with DAPTC that it could not be reversed.
After discussion it was proposed by Cllr Chapman that the Council invoice Mr Crocker for the tree, this was seconded by Cllr Wright and all were in favour.

Cllr M Ruth will give a financial update at the next meeting.

a) Payment Schedule.

The Payment Schedule for July for £5668.93 was approved.

9. 2018/064 Planning Matters
The planning training was discussed, and it was decided that the Chairman will email around his Chairman Group contacts to see if any of the other parishes would be interested in joining which will help with the cost of the training.

10. 2018/065 Councillors’ Reports
Cllr Graham Carr- Jones – Cllr Carr-Jones gave the dates for the weed spraying in the area. He also spoke about the Local Government reorganisation and the Boundary review that is coming up.

She also explained that the decisions that had been written down regarding Henstridge Airfield had been written down incorrectly. The only change is that there will be some occasions when the bikes will be racing on the runway.

Parish Reports

Neighbourhood Plan- The subject of the Neighbourhood was discussed and whether Councillors felt like it was necessary to carry forward. After much discussion it was proposed by Cllr Mr Ruth that Cllr Chapman act as a support point that would examine the scope of the Neighourhood plan and report back to the Council, this was seconded by the Chairman and all were in favour.

The 106 section payments were discussed and the email we have received from NDDC asking for suggestions. It was thought that the Village should be consulted as to what they may like to have the money spent on. The Marnhull Village group will be consulted via William Charlton and something to be put in the Messenger.

The Chairman spoke regarding the Speed Control and said that all the other parishes had paired up with each other and Marnhull seemed to have been left out. It was suggested that the Chairman contact Hinton St Mary Parish Council to see if there may be an option for us to go in with them.

The Chairman raised an issue of old goal posts located behind the tennis courts following the clearing of foliage paid for by the Tennis Club. It was thought they belonged to the previous Football Club who had stopped playing.it was left for Councilors to have a look and report back at the next meeting.

It was noted that Linda Pentland had asked if she could use the phone box in Burton Street for displays for different organisations. It was flagged up that we would not want to interfere with what the Shop already does, and we do need to check regarding the insurance which the clerk will do and report back.
