Minutes of the Parish Council Meeting held on
Monday the 1st March 2021
This was a Virtual Meeting of the Parish Councillors due to the current restrictions surrounding Covid 19.
Present: Cllr Vaughan – Chairman, Cllr Tacon – Vice Chairman, Cllr Cullender, Cllr L Ruth, Cllr Winder, Cllr Hurlow, Cllr Holdship, Cllr Hamer, Cllr Looker and Cllr Turner.
Attendance: Mrs Sally Upshall – Clerk.
Cllr Carr-Jones – Dorset Councillor.
There were three members of the public present.
Mrs O’Malley prospective new councillor was also present.
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.
Co-Option of New councillor – Mrs O’Malley answered the necessary questions and was co-opted onto the council. She had filled in her acceptance of office and interest forms and had been delivered to the clerk who signed during the meeting due to it being a virtual meeting.
1. Public Consultation
Mrs Pratt spoke regarding the CRPE that she is a member of regarding the number of houses that Marnhull has been allocated for new houses.
Cllr Cullender replied explaining that he did not think that there was any housing numbers on the strategic plan for Marnhull and that the numbers may be the houses that have already had planning approved.
Cllr Carr-Jones spoke regarding it being in the consultation document for the Dorset Local Plan, and that Marnhull does not have Neighbourhood Plan.
Mrs Pratt felt that this may be due to the Neighbourhood Plan being registered but not completed.
Cllr Cullender will look into this further.
2. Apologies of absence.
There were none.
3. Declaration of Interest and Dispensations
The Chairman regarding his expenses.
4. Approval of the minutes – The minutes of the meeting that was held on the 1st of February 2021 were approved.
Matters arising from the last meeting –
Finger post damage update – The Chairman reported that the finger post will be repaired and re erected by Dorset Council who will claim the costs from the driver’s insurance.
Dog incident update – The clerk reported that the Dog Warden’s email had been published for members of the public to report any incidents directly to her. The Police are following up with the recent incident of the dog bite.
Councillors Training – Cllr Hurlow is completing the Health and Safety training and Cllr Turner is booked on for the New Councillor training. Cllr Cullender is also completing some training regarding planning.
Men’s Shed update – Cllr Holdship noted that there was nothing further to report at this time. Cllr Holdship has been unsuccessful in making contact with Mr Crocker. The Chairman will try and contact Mr Crocker.
Rail for Hain’s lane entrance to the Recreation Ground – Cllr Hurlow reported that he has spoken with Mrs Stockley and the problem relates to the entrance to the Recreation Ground from Nash Lane. A hand rail screwed to the wall would solve the problem and the cost would be around £100. Cllr Hurlow proposed that this is the action we take and Cllr Tacon seconded this and all were in favour, Cllr Hurlow and Cllr Winder volunteered to complete this.
Installation of recycling bins at the back of the village hall from The Hub – Cllr Hurlow reported that the Hub is moving out of the premises in Burton Street and the plan is to move to the Village Hall. They would like to relocate the recycle bins to the Recreation Ground, which would be attached to the rear of the building. They will only be accessible for when the Hub is open and will be locked at any other time. Cllr Holdship noted that the Village Hall may like to check with their insurance about any additional fire risk, Cllr Ruth will follow this up. Cllr Mrs Ruth proposed that we accept the bins on the rec, seconded by Cllr Hamer, with the following conditions, no extra work for Ian, no driving on grass for emptying no damage to surrounding area in any way, the Hub is responsible for any litter and the Hub are responsible for keeping the area tidy.
Gutters and Verges – Cllr Winder noted that a note had been published in the Messenger regarding residents keeping their gutters and verges cleared to prevent any blocking of the drains.
Defibrillator letter of thanks – Cllr Hamer has not had any further update regarding this.
Councillors contact list – This has been circulated to all councillors.
Pot holes recreation ground – The clerk is still awaiting the quote from Kingsmere Surfacing.
British Horse Society Bridleway and Access Officer for Marnhull and surrounding villages – Mrs Gall spoke regarding her role and making riding in Marnhull safer for all. Cllr Cullender and Mrs Gall have met and had a meeting with Dorset Council on Friday and Cllr Cullender will update later in the meeting.
Use of the Recreation Ground by the Flower Show – The clerk noted the request for the use of the Recreation Ground for the Flower Show. This was proposed by Cllr Hamer, as long as all the usual conditions are met and seconded by Cllr Looker and all were in favour.
To consider planning received, up to the time this Agenda was posted.
Cllr Cullender noted that the only one that we are aware of is an appeal at Moorside but there Is no documentation on the website as yet.
5. Cllr Carr-Jones – Dorset Councillor – Cllr Carr-Jones noted that he had looked through the Dorset Plan documentation and the proposed housing notification for Marnhull is based on numerous factors. He advised when the Parish Council respond to the consultation that they consider where they think the housing should go.
Dorset Council has fixed its budget.
Cllr Carr-Jones noted he met the new chair of the DAPTC, and he will bring some really positive new ideas to Town and Parish Council’s.
275,000 has have had their first Covid vaccination and congratulations to all the people who have made this happen.

6. Chairman’s urgent business-report
The Chairman noted that St Gregory’s Church wall has now been completed.
The Chairman noted that he has been asked about facilities for people visiting the Cemetery. It was noted that they shouldn’t have been travelling but were offered the use of the Methodist Church.
The Chairman felt that it would be a beneficial idea to have a plan for the year ahead and asked Councillors for their input into this.
Cllr O’Malley noted that Love Lane still gets large vehicles and vans along the lane and the sign is blocked by the parking cars. Mrs O’Malley asked if there was a way of removing Love Lane from the sat nav system.
Cllr Looker noted that he doesn’t think there is a formal way of removing lanes from sat navs but they there are signs that can be placed explaining that it is sat nav error and to not use the lane.
7. Accounts –
The Payment Schedule for March 2021 for the sum of £1422.68 had been circulated, this was agreed and signed by the Chairman.
Bank Account Signatory – The clerk will let Cllr Hurlow know the necessary information.
Allotment invoices – these will start going out in the next couple of weeks.

Review of Standing Orders update – Completed, they are now on the website.
Roads signs update – Cllr Cullender reported on the meeting he had with Dorset council on Friday, they walked around the Village and had a look at signage around the Village. They discussed the desire to have speed restrictions around the Village, it was felt that this would take a long time to achieve and it may not be successful. It was discussed regarding the concern that the contractor vehicles may park on the street by the Burton Street application, it was suggested that a condition been be put on the planning application and if there was ay breaching of the conditions they would need to be reported to the planning team.
Love Lane will be patched in places where there are potholes due to safety reasons during the next seven days. Haines Lane will also have some emergency fixes to some of the potholes which will be temporary as it is due to resurfaced.
They discovered that the unclassified road at the end of Ham Lane to Mill Lane has a drainage issue that would potentially cause a problem with widening the road, but this could still be used by horses once it has been cleared. There is another unclassified road that goes down towards the river and there is a lot of clearance that needs to be done to make it accessible for horses. They then discussed horse signs and Dorset Council agreed that the Parish Council could do this but would need highways permission for position if on council verges and landowner’s permission if on private property. Cllr Winder stated that Chippel Lane also required the same signage.
Cllr Cullender felt that if the Parish council had the budget then the step forward for the SID’s would be to install speed monitoring devices to get an idea of speeds of traffic.
The traffic monitoring to go on the agenda for the next meeting. Cllr Cullender is also hoping to get the speed watch group back up and running once Covid restrictions allow.
As we had a villager offering £250-00 towards the cost of monitoring traffic think we should make an approach to him. Clerk to find minute entry and make contact with him.
Dorset Local Plan update – Cllr Cullender noted that this has been covered. Cllr Cullender reported on the Marnhull’s response and he noted that he has two people who have come forward to contribute. Cllr Cullender will draft something for the Parish Council’s contribution, and forward to Councillors for their input.
Dorset cultural strategy update – Cllr Winder reported that there has been no further activity since the last meeting.
Rewilding project update – Cllr Hamer noted this is continuing.
Councillor Responsibilities – The Chairman has forwarded this to Councillors and contact should
be made through the clerk in the first instance.
Recreation Ground – Cllr Hurlow noted that he had made a repair to the big swing in the play area due to receiving information from a member of the Village where her daughter was cut using that piece of equipment.
Correspondence and items for the next meeting
The clerk noted that a new padlock is needed for the Cemetery the clerk will purchase one and claim back on expenses.

Mrs Collis will be contacting the clerk for the grass cutting to go on the next agenda.
Cllr Hurlow to do a topple test in both Cemeteries.

There being no further business the Chairman closed the meeting at 9.00 pm
