Minutes of the Parish Council Meeting held on Monday the 1st June 2020
This was a Virtual Meeting of the Parish Councillors due to the current restrictions surrounding Covid 19.

Present: Cllr Vaughan – Chairman, Cllr Tacon – Vice Chairman, Cllr Cullender, Cllr Holdship, Cllr Collis, Cllr Hamer, Cllr L Ruth, Cllr M Ruth, Cllr Winder, Cllr Hurlow and Cllr Looker.
Attendance: Mrs Sally Upshall – Clerk.
Cllr Carr-Jones – Dorset Council Councillor.
The Chairman opened the meeting by welcoming those present and announcing the Domestic Notice. The Chairman asked if anyone present wished to record the meeting, there was no requests. The Chairman reported that he will be recording the meeting only for clarification for the minutes, this recording will be deleted after the minutes have been produced.

Public Consultation
Members of the public had had the opportunity before the meeting to submit questions for the council before the meeting.
There were none

Declaration of Interest and Dispensations

Approval of the minutes – The minutes of the meeting that was held on the 2nd March 2020 were agreed and signed.

Matters arising from the last meeting –
Men shed – The Marnhull Men’s Shed (MMS) submitted a plan for the erection of timber building to accommodate the Shed and provide storage facilities for the Tennis Club and Cricket Club. A separate room would also be made available for small meetings of local societies. An electronic discussion took place amongst Councillors ( Cllrs R. Tacon, S. Holdship and C. Looker excused themselves as members of the MMS) and it was decided that, whilst the Parish Council fully supports the work of the MMS and recognises that a permanent accommodation solution is needed, it does not wish to have any more structures on the Recreation Grounds at this time. The Chairman agreed to pass on this decision back to the MMS.

Cricket Club Shed – We have not received anything further from the Cricket Club surrounding this.
Village Hall building program – Cllr Mrs Ruth had previously circulated information to Councillors. She explained that they were having a virtual committee meeting in the coming week.
Coffee Van – Unfortunately, there were not enough customers to make this viable.
Marnhull Village help line – the Chairman reported that to date the Marnhull helpline had taken 231 calls and helped 115 people.
He also asked Councillors to consider funding the next lunch for the lunch club when this is able to happen. This was proposed by Cllr Mrs Ruth that the parish council fund this to a maximum of £360, this was seconded by Cllr Collis.
Ham meadow footpath – This is under the SLA and DC is clearing this.
Footpath 111 – This is with Dorset council’s legal department.
Recreation Driveway – The clerk confirmed that she had not received the £50 from the Village Hall regarding the damage as yet, Cllr Mrs Ruth said that she would chase this up.
Cllr Holdship noted that the new list of Councillors is already on the website.
Sackmore Lane Bin – Deferred to the next meeting.
Burton Street Telephone Box – Deferred to the next meeting.
Marnhull Green Teams – Grant application received the clerk will forward to all.
Green teams tree – consult Cllr Hamer.
Chestnut Close Donation – This was discussed and decided to put on hold until more properties have been sold.
Playground Basket Swing – This has already been ordered and the payment is on the payment schedule for the clerk to action.

Planning Meeting

Ashley Farm application – An electronic vote had already taken place.
The application was discussed along with the recent emails that had been received from members of the Village. The Council agree with their original comments and recommendations as any objections have to be based on planning considerations. The Parish Council comments were as followed:
Resolved: No Objection.
We note that the bat survey expires on 11th May 2020. We suggest a further survey be carried out. Also we recommend that hedging rather than fencing would be more in keeping with the other residences on the site and would considerably reduce the visual impact from the footpaths that run close by.

The clerk will reply to the emails explaining this.

2/2020/0576/HOUSE: Remove flat roof above annex and form a pitch roof; including installation of conservation roof lights. The Grange Burton Street
Resolved: No Objection.
Cllr Carr-Jones – Dorset Councillor – Cllr Carr-Jones gave an update on things that had been happening at Dorset County. He explained how the homeless had been helped during the pandemic and how they had been given refuge in B and B’s.
He spoke about how community spirited Marnhull had been during these difficult times and how many people the Village helpline had assisted.

Chairman’s urgent business-report
Road closures had been circulated.
The Chairman asked that when an email requires a response from a Councillor if would be helpful if they could respond. It was suggested that having it in the title of the email would be helpful so Councillors know which ones need them to make a decision, this was agreed as a helpful way forward by all.
Accounts –
The Payment Schedule for June 2020 for the sum of £1793.33 had been circulated, this was agreed and signed by the Chairman.
The clerk reported that she had received two grant requests which she will circulate to Councillors.
The clerk asked Councillors to consider supporting the Air Ambulance as the Parish Council had done in previous years and this was agreed to the amount of £500.

To receive Councillors reports:
Dogs in the Recreation Ground – This was discussed and was decided that an article in the Marnhull Messenger and on the website was needed.
The clerk to contact the dog warden and ask if she is able to visit the Village when she is able.

13 Plowman Close – An email has been sent to Mr Ficke that the Parish council would send a couple of representatives to the property when we have the next heavy rainfall to try and determine the best course of action with this concern.

Shipping container Fest committee – The ground has now been levelled and the grass seed will be put down when there is next some rain.
The clerk to draw up a contract for the Fest regarding the container and then forward to Cllr Hamer for her approval.

Review Standing Orders – Councillors all have copies of the standing orders and will read these and see if they feel any reviews are necessary.

There being no further business the Chairman closed the meeting at 8.40 pm
